IFOEdit can't edit commands past 99?

I need to edit a menu pre-command in the VIDEO_TS.IFO for "Old School", but for some reason when I right-click any commands numbered 100 or higher nothing happens (99 and below all work fine). I haven't tried this with any other movies so maybe this is just an anomoly... Does IFOEdit lock out certain commands for any reason? In other words, could this just be a coincidence? Or does something special (i.e., a bug) happen after 99? Thanks for any help! P.S. - I am able to double click on the command to bring up the HEX, but I don't know how to interpret the HEX values. Is there a good resource for reading up on this?
